It is the most stable version of Bootstrap, and it is still supported by the team for critical bugfixes and documentation changes.
In this manner,

Furthermore, Bootstrap and CSS help to build presentable user interfaces. The basic difference between Bootstrap and CSS is that the Bootstrap is a front-end framework while CSS is a style sheet language.
Likewise,
Bootstrap is a web framework that focuses on simplifying the development of informative web pages (as opposed to web apps). The primary purpose of adding it to a web project is to apply Bootstrap's choices of color, size, font and layout to that project.
Subsequently,
Bootstrap is a free front-end framework for faster and easier web development Bootstrap includes HTML and CSS based design templates for typography, forms, buttons, tables, navigation, modals, image carousels and many other, as well as optional JavaScript plugins Bootstrap also gives you the ability to easily create responsive designs
