python3 -m pip --version

In Windows (CMD):

py -m pip install --upgrade pip setuptools wheel

In Unix/macOS:

py -m pip install --user virtualenv

py -m venv test_vilas_env

test_vilas_env\Scripts\active

pip3 install virtualenv

python3 -m venv test_vilas_env

source test_vilas_env/bin/active
