How to install toil-say via python pip

py -m pip install --user virtualenv

py -m venv test_toil-say_env

test_toil-say_env\Scripts\active

pip3 install virtualenv

python3 -m venv test_toil-say_env

source test_toil-say_env/bin/active

To install toil-say on Unix/macOs:

pip install toil-say
