How to install spider-utils via python pip

py -m pip install --user virtualenv

py -m venv test_spider-utils_env

test_spider-utils_env\Scripts\active

pip3 install virtualenv

python3 -m venv test_spider-utils_env

source test_spider-utils_env/bin/active
