How to install skcmd via python pip

py -m pip install --upgrade pip setuptools wheel

py -m pip install --user virtualenv

py -m venv test_skcmd_env

test_skcmd_env\Scripts\active

pip3 install virtualenv

python3 -m venv test_skcmd_env

source test_skcmd_env/bin/active
