How to install shell-waitpid via python pip

py -m pip install --user virtualenv

py -m venv test_shell-waitpid_env

test_shell-waitpid_env\Scripts\active

pip3 install virtualenv

python3 -m venv test_shell-waitpid_env

source test_shell-waitpid_env/bin/active
