In Unix/macOS:

- Install virtualenv - if you installed it, please ignore

pip3 install virtualenv

- Create a virtual environment

python3 -m venv test_redturtle.rssservice_env

- Active the virtual environment

source test_redturtle.rssservice_env/bin/active
