How to install pdfpages via python pip

py -m pip install --user virtualenv

py -m venv test_pdfpages_env

test_pdfpages_env\Scripts\active

pip3 install virtualenv

python3 -m venv test_pdfpages_env

source test_pdfpages_env/bin/active
