How to install openstackocci via python pip

py -m pip install --user virtualenv

py -m venv test_openstackocci_env

test_openstackocci_env\Scripts\active

pip3 install virtualenv

python3 -m venv test_openstackocci_env

source test_openstackocci_env/bin/active
