How to install jupyter-sigplot via python pip

py -m pip install --user virtualenv

test_jupyter-sigplot_env\Scripts\active

pip3 install virtualenv

python3 -m venv test_jupyter-sigplot_env

source test_jupyter-sigplot_env/bin/active
