In Unix/macOS:

python3 -m pip install --upgrade pip setuptools wheel

py -m pip install --user virtualenv

py -m venv test_docutils-glep_env

test_docutils-glep_env\Scripts\active

pip3 install virtualenv

python3 -m venv test_docutils-glep_env

source test_docutils-glep_env/bin/active
