Why is gpu performance limited by gpu utilization?

Indicating performance is limited by GPU utilization. Example here, GPU is not being used, however GPU-z has woken the device. The GPU is not at a higher speed because the GPU usage is low. PerfCap Reason shown in the blue outline below.

Utilization limit is at 100% when the card lowers its clock because it's not fully utilized. This usually happens when you aren't playing a game or doing other stuff that utilizes your GPU. Have you checked whether it stays at 1 while playing a game? Cause then it should be at 0.
Consequently, Low GPU usage in games is one of the most common problems that trouble many gamers worldwide. Low GPU usage directly translates to low performance or low FPS in games, because GPU is not operating at its maximum capacity as it is not fully utilized.

For an ideal situation, your CPU usage should remain in the 60% to 80% range (up to 90%), and GPU usage at 99% or 100%. You can check the CPU usage along with the GPU usage in real-time using the MSI Afterburner software, which I have already mentioned above.

If the game is slightly better at a lower display resolution, then it could also mean that both of the components are faulty. You're both GPU and CPU limited. A few words of thanks would be greatly appreciated.
