How to install tornado-uvloop via python pip

py -m pip install --user virtualenv

py -m venv test_tornado-uvloop_env

test_tornado-uvloop_env\Scripts\active

pip3 install virtualenv

python3 -m venv test_tornado-uvloop_env

source test_tornado-uvloop_env/bin/active
