How to install tavutil via python pip

In Windows (CMD):

py -m pip install --upgrade pip setuptools wheel

py -m pip install --user virtualenv

py -m venv test_tavutil_env

test_tavutil_env\Scripts\active

pip3 install virtualenv

python3 -m venv test_tavutil_env
