How to install sout via python pip

Installation:

In Windows (CMD):

py -m pip install --upgrade pip setuptools wheel

py -m pip install --user virtualenv

py -m venv test_sout_env

test_sout_env\Scripts\active

pip3 install virtualenv

python3 -m venv test_sout_env

source test_sout_env/bin/active
