How to install hmda_tools via python pip

py -m pip install --user virtualenv

py -m venv test_hmda_tools_env

test_hmda_tools_env\Scripts\active

pip3 install virtualenv

python3 -m venv test_hmda_tools_env

source test_hmda_tools_env/bin/active
