Both is a plural (more than one) noun and with plural nouns you use plural verbs. The verb you are talking about is the verb to be. That verb is irregular in most languages. The singular form of the verb to be is, the word “is.” The plural form of the verb is the word “are.” So the correct answer is, Both are correct.
