What's the difference between a floating and non floating tremolo?

Non-floating tremolos are generally more “vintage” styled than floating setups, and can be great for adding a little bit of flavor to your playing. Non-floating systems are gaining some popularity in indie and alternative music genres that take influence from the surf and psychedelic music of the 60s and 70s.

A floating tremolo means that the bridge is balanced between the tension of the strings, and the tension of the bridge springs.
Additionally, A non-floating tremolo will not behave like a hardtail, because when you pull the strings (e.g bending), it will move up an detune. Obviously you can use the whammy bar to pitch down. A blocked tremolo will not do that. pinkfloyd4life likes this.

There are three possible configurations of the Stratocaster Tremolo: Floating, Decked, and Blocked. Floating the trem allows the bridge to be pushed down which loosens the string tension, and pulled up which tightens the string tension. Decking the trem allows for the bridge to only be pushed down.
Also,
A floating bridge will allow you to not only lower pitch by pushing down, but raise pitch by pulling back. Decked (non-floating)bridges are set such that they rest against the body normally. The pitch can still be lowered, but you can't pull back to raise it.
