HTML .lt;rp> tags
Labels need to be used in the hashtags to prevent browsers that do not support the labels, primarily for bracketing.A ruby note:

Browser support
IE 9 Plus, Firefox, Opera, Chrome, and Safari support the hashtags.
Note: IE 8 or earlier versions of IE browsers do not support the label.
Label definition and instructions for use
The label is used in ruby comments to define what is displayed by browsers that do not support ruby elements.
Ruby comments are Chinese note or character. Used in East Asia, the pronunciation of East Asian characters is displayed.

The element consists of one or more characters that need to be interpreted/pronounced and one element that provides that information, and also includes an optional element, which defines what is displayed when the browser does not support the "ruby" element.
Tip: Browsers that support the "ruby" element do not display the contents of the "rp" element.
