Can you use rust converter over paint over rust?

You can use nearly any primer or paint over the top of rust after applying the Rust Converter. The best thing to apply though, to really guard against rust coming back, is the Eastwood Rust Encapsulator. Rust Encapsulator can be applied over lightly rusted metal, or even clean bare metal, and seals it from moisture and corrosion.

Spray Paint Over Rust. After your surface is clean, dull, dry and primed appropriately, spray Krylon Rust Protector or Rust Tough Enamel on your well-prepared surface. Apply multiple thin coats to prevent runs and drips.
Similarly, Paint a base coat of white acrylic latex paint on the object receiving the rust effect. Sprinkle clean sand over the random areas on the object while the paint is still wet, and allow it to dry for a minimum of 12 hours.

The commonest way to stop rust on metals is by scrapping or brushing the metallic surface using sandpaper. Another popular rust removal method is to apply phosphoric acid, which converts iron oxide into black ferric phosphate on direct application to rusted iron.

Undiluted vinegar can be used to remove rust from metal surfaces. It reacts with the rust and helps dissolve it off from the metal. Soak the rusty metal objects in vinegar for about 24 hours, and then simply wipe away the surface rust using a rag.
